The Squirrel Cage Jail in Council Bluffs, Iowa, was built in 1885 and operated as the county jail until 1969.
It is one of only three remaining rotary jails in the United States and the only one with three stories. The jail’s unique design features a cylindrical cell block that could be rotated by a single person to align cells with a single entry point, aiming to reduce contact between guards and inmates and improve security. Despite this innovative approach, the jail had many operational challenges and became notorious for its harsh conditions, including extreme temperatures and cramped cells.
After ceasing to function as a rotary jail in 1960 due to safety concerns, it continued to be used until its closure in 1969. The building was then preserved and turned into a museum managed by the local historical society. It stands as a rare example of 19th-century jail architecture and offers visitors a glimpse into historic penal practices, while also being reputed as a haunted site with numerous ghost stories linked to its past.
