Pāʻulaʻula State Historical Park, also known as Russian Fort Elizabeth, is a small historic site on the east bank of the Waimea River mouth in Waimea on Kauaʻi, Hawaii, USA, preserving the ruins of Hawaii's only Russian-built fort from 1817.
Constructed by Native Hawaiian laborers under High Chief Kaumualiʻi using an Italian star-fort design by German physician Georg Anton Schäffer of the Russian-American Company, its 20-foot stone walls from a former heiau temple briefly flew the Russian flag during a short-lived alliance for trade and protection against Kamehameha I.
Named "red enclosure" for its color, the octagonal structure with staircases and chapel foundations later served Hawaiian rulers for decades as a residence and garrison before falling into ruin, now offering free self-guided walks with interpretive signs overlooking river and ocean views.
