The site has military origins dating back to the American Revolution when it was known as the Dumpling Rocks Battery, serving as a strategic lookout and defensive position during conflicts involving American, British, and French forces. The original Fort Dumpling was constructed around 1800 and later expanded and renamed Fort Wetherill in 1900 in honor of Captain Alexander M. Wetherill.

The fort became part of the Endicott Defense system with massive concrete gun batteries built in the early 1900s, and it played active roles through both World Wars, including managing submarine mines in the bay. After military use ended post-World War II, the site was transferred to Rhode Island in 1972 and converted into a state park.
